If the PMO simply presents its new success rate, others may argue against it. "More project planning is succeeding because we're avoiding the big, challenging problems." Or, "More projects are succeeding because we're simply allowing more time and money. They're costing us as much as ever." Some of these criticisms might be valid, even if they come from people with a reason to disagree with the PMO. So the PMO must consider such arguments while building its case. In addition to measurement, the PMO should present:
Anecdotal evidence as described above
Case studies with the link between improved process and improved results shown in greater detail
Contrary opinions so that the thinking of opponents of the PMO is addressed in the PMO's own presentation
