This greater requirement of independence leads to confusion about terminology. For example, a Project Manager might ask an auditor to audit a project, and be told, "I can't do the audit because of a conflict of interest." Further discussion reveals that the PMO Manager was asking for what the auditor would call a review, and that he can do it, as the standards of independence for a review are lower than those for an audit.

To prevent such confusion, the PMO should define its use of the terms review and audit, and define the standards governing independence for reviews and audits. MPOM provides these definitions in the next section.
