If a review goes smoothly, formal close of one phase and launch of the next will be included. The plans that are approved at the end of the review constitute the baseline project documents for future change control.
If a review requires significant changes to documents or deliverables, the project manager and the review team can determine which items require re-work, and which parts of the project can launch into the next phase, so that project team members are not left idle and unable to work while waiting for formal approval of the next phase.
