The basic approach to the audit should be determined in audit pre-planning by either the Project Manager or the Project Team. The first approach is less expensive, but it has a risk associated with it. If the definition of the known problem turns out to be correct, then this approach is effective. But if the definition of the problem is incorrect or insufficient, then the audit may fail to detect a significant problem, and therefore not highlight that problem for solution. The second type of audit is more thorough, and is more likely to find all significant problems.
