During Close:
The project has delivered acceptable results on time and within budget.
The customer is satisfied with the result.
Return on Investment (ROI) has been measured, and either it meets or exceeds expected ROI, or the Project Manager Organization understands why the full ROI was not realized.
The above does not mean that every project succeeds. It does mean that, by and large, most projects succeed as originally planned, and almost all succeed with re-negotiation or with the support of the Manage Special Projects Service. It also means that, if a project runs into problems, they are seen and managed early. How that is done is the topic of the next section, Maturity and Project Control.
